Restoration of Estonian citizenship is possible if an individual:

  • lost Estonian citizenship as a minor,
  • resides in Estonia on the basis of a residence permit or the right of residence,
  • released from his previous citizenship or there is reason to believe that an individual will be released from the current citizenship in connection with the restoration of Estonian citizenship.

In some cases, the applicant can apply for an Estonian passport (through obtaining a residence permit), provided that this person is a descendant of a citizen of the country who lived in that state from 1918 to 1940.
